PROBLEM TO BE SOLVED: To provide a fixing heater which makes a fixing film follow a pressure roller and can smoothly rotate the fixing film, without increasing the torque. SOLUTION: A heating element 13 is printed and formed in the longitudinal direction on a face opposite to the passing face of a copying paper on a front or back face of a long tabular substrate 12, having heat resistance and electrical insulation. Protective layers 15b are formed intermittently on the passing face of the copying paper at least in the longitudinal direction. Frictional power of the protective layers 15b is reduced, the fixing film can follow the rotation of the pressure roller and can rotate smoothly, without increasing torque of the pressure roller.
