PROBLEM TO BE SOLVED: To obtain a new N<SP>7</SP>-(2-substituted)-3-alkyl-1-methylxanthine derivative, to provide a method for producing the same and to obtain a medicine compris ing the derivative as an active ingredient. SOLUTION: This N<SP>7</SP>-(2-substituted)-3-alkyl-1-methylxanthine derivative is a compound represented by formula (I) [R1 is (CH<SB>2</SB>)<SB>n</SB>CH<SB>3</SB>or (CH<SB>2</SB>)<SB>n</SB>CH(CH<SB>3</SB>)<SB>2</SB>; n is 0, 1, 2 or 3; Z is NHR2 or a 4-R2-piperazine represented by formula] [II] (R2 is a group selected from the group of formulas).
