The device comprises a panel (11) having a lower housing section (16) with a chamber (17). A base housing (20) is pivotally secured to the housing section (16) by a pin (14). The base can pivot into and out of the chamber (17). At least one arm (40) is attached to the base (20). This may be attached by means of a lug which locks into a recess in the base.
