PROBLEM TO BE SOLVED: To provide an image distribution system without disturbance of images at the time of distributing the images.

SOLUTION: A distribution management device 5 is provided with a management function of recognizing a using bands of all stream data distributed at present and holding the using band of the entire stream data within a preset band by specifying a bit rate at the time of transmitting and receiving the stream data between an image distribution device 2 and an image display device 4 when the image distribution device 2 requests a distribution permission at the time of starting distribution of the stream data.
