PROBLEM TO BE SOLVED: To provide an information recording medium recording and reproducing apparatus that can simply manage various events such as a rental charge and lending/return of electronic books depending on an access state. SOLUTION: A second UTOC (User Table Of Contents) area of a disk 12 records access information such as an access date, number of pages and a charge with respect to main information processed by an access information processing section 34B. A buffer memory 34A stores the main information and outputs the main information to a display device 40 or an I/F 44 after recording the access information. The access information recorded on the disk 12 is outputted for disk management such as billing of charge in a rental shop and an access information edit section 50A of a host computer 50 edits the access information. Thus, the billing of the charge in response to the access state can be attained. Further, a host memory 50B stores the access information, which is subjected to statistic processing.
