PROBLEM TO BE SOLVED: To solve the problem that crime prevention effect is reduced since perfect monitoring cannot be achieved due to the thinning out of an image when an object to be monitored is monitored by a monitoring camera. SOLUTION: An image that is photographed by monitoring cameras 11 to 14 is recorded by simultaneous recording/reproducing means 39 to 312. Normally, the image of the monitoring cameras 11 to 14 is transmitted and received by transmission reception means 35 to 38 and 313, and is switched by a switcher 314 at regular time intervals. On a monitor 118, the image of the monitoring cameras 11 to 14 is switched at regular time intervals for displaying. When a watchman carries out instruction, control is made by a simultaneous recording/ reproducing control means 315, a specified simultaneous recording/reproducing means perform reproduction as well as recording, contents that have been recorded previously are displayed on the monitor 118, and the watchman can check the contents.
