PROBLEM TO BE SOLVED: To provide a tunable liquid microlens which increases the latitude for the selection of materials, which shows excellent tuning performance, and which decreases or eliminates the contact angle hysteresis and the stick slip effect. SOLUTION: The tunable liquid microlens includes an insulating layer 24, a transparent conductive liquid droplet 22 and a lubricating layer disposed on a first surface of the insulating layer and between the droplet and the insulating layer. The microlens contains a plurality of electrodes 26 insulated from the droplet by the insulating layer and the lubricating layer. The plurality of the electrodes are arranged in such a manner that a bias voltage is selectively applied between the droplet and each of the plurality of electrodes to generate the respective voltage, and thereby, the angleθbetween the droplet and the plane parallel to the first surface of the insulating layer can be varied and the position of the droplet can be varied with respect to the insulating layer.
