PURPOSE: A temporarily releasing device and operating method of a parking brake is provided to move a parked vehicle without drivers' help by temporarily releasing the locking of the parking brake in receiving a constant force from the outside. CONSTITUTION: A device for temporarily releasing a parking brake has an operating device temporarily releasing the tensile force of a parking cable(C) when a constant force from the outside is applied to a front end of an equalizer(E) equally distributing the operation force of the parking brake cable pulled out or loosened according to the operation of a parking lever(P) to left and right rear brakes(LH,RH). A method for operating the parking brake temporarily releasing device is composed of steps of deciding if the external force exceeds a reference value while a controller(30) detects the turned on state of an operation switch(10), releasing the lock of the parking brake by the controller transmitting signals to an operating device(40) and loosing the parking cable when the applied external force exceeds the reference value, and restoring the operating device by cutting off power applied to the operating device if a constant time goes by and keeping the locked state of the parking brake by again holding the tensile force of left and right cables.
