PROBLEM TO BE SOLVED: To provide an aseptic water making apparatus equipped with a heat exchanger having a simpler structure and reducing the leakage of raw material fresh water or the mixing possibility of foreign matter from a packing or the like, and an aseptic water making method using the same. SOLUTION: Raw material fresh water is sent to a first heat exchanger to be raised in temperature by the heat exchange with returned hot water in the first heat exchanger and the heated raw material fresh water is pressurized by a booster pump before entering a second heat exchanger and heated by heated steam in the second heat exchanger to form heated water which is, in turn, held to a heated state for a define time to be sterilized. The heated water is returned to the heating medium side of the first heat exchanger to perform the heat exchange with pew raw material fresh water and sterilized water is reduced in pressure in an orifice to make aseptic water and this aseptic water is supplied to a container washing and filling machine or the like before excess sterilized water is refluxed to a fresh water tank through branched piping.
