PROBLEM TO BE SOLVED: To provide a method for the hydrophilicity-imparting treatment of a powdered fire-extinguishing agent waste at a low cost and with efficiency. SOLUTION: The method comprises subjecting a powdered fire-extinguishing agent waste containing fine powdered flameproof salts which have been provided with moisture-resistant processing to a pulverization treatment having at least one function of impaction, shearing, and friction and, simultaneously, improving wettability by (a) rendering the contact angle, measured by a specific contact angle measuring method,≤90°five seconds after the initiation of adding a drop of water and, simultaneously, (b) rendering the contact angle 0°within 1,200 seconds after the initiation of adding a drop of water. The above specified contact measuring method comprises adding 0.01 cc drop of pure water on to the horizontal end surface of 1.5 g molded powdered sample, having been molded in the form of a cylinder having a diameter of 15 mm by a molding force of 1,000 kg, from 3 mm above the sample while allowing the drop of water to come to contact with the molded powdered sample and finding the contact angle of the molded powdered sample from the image of the drop of water.
