PROBLEM TO BE SOLVED: To efficiently perform loading work by drastically reducing or removing swiveling movement of a suspending hoisting accessory and a hoisted cargo. SOLUTION: This tilt-rolling device comprises end portions in a traveling element 4 side of ropes 6b, 6d operated by a cylinder 21 functioning as a driving means, coupling members 23, 24, 25 that are made to be rigid members in a space with the cylinder 21, and rotating members 26, 27. The tilt-rolling device 20 structured in this way is structured as one structuring element of a crane hanging a hoisting accessory 5 from a trolley 4 by plural ropes 6a, 6b, 6c, 6d.
