PROBLEM TO BE SOLVED: To further cut down the memory capacity of a memory means for a data decoder, compared with the conventional one. SOLUTION: The operation of a decoding means 33 and a transforming means 34 is controlled to repeatedly execute a decoding process and a data format transforming process alternately one after the other in divided block units after dividing coded data in a plurality of blocks. As the result, it will suffice to store only constituent data of each divided block in a memory means 31C and hence the memory capacity of the memory means 31 can be greatly cut down, compared with that needed to store all the data.
