A combined fluid pump and dispensing valve (10) includes a backing plate (11), an outer flexible housing (14) sealed against the backing plate (11) and an inner flexible housing (40) captured between the backing plate (11) and the outer housing (14). The backing plate (11) has an inlet (12) adapted to be connected to a supply of fluid, the inner housing (40) has through passageways (41) and the outer housing (14) has a dispensing orifice (35) normally closed by the spear (43). When the outer housing (14) is pressed towards the backing plate (11), the valve (52) closes the inlet (12) and the diaphragm (34) flexes outwardly to mover the orifice (35) away from the spear (43) to permit the volume of fluid contained within the housings (14) and (40) to be dispensed.
