<P>PROBLEM TO BE SOLVED: To provide a technique for performing electronic settlement processing securely and in a short time. <P>SOLUTION: After the coming of a user to a store, the user's identification information is read from his/her presented identification information recording medium. If the user's identification information is acquired, the user's identification information is notified to an external information processing system having a database storing the upper limit amount concerning the settlement for the user. The upper limit amount of settlement data for the user, that the information processing system has transmitted based on the notified user identification information, is received. The received upper limit amount of settlement data are stored in an accompanying storage means. For making settlement for the user, the user's identification information is read from the presented card for settlement, based on the acquired user's identification information. The upper limit amount of settlement data is read from the storage means.
