PROBLEM TO BE SOLVED: To provide a communication system capable of mutually complementing problems of IS-95 and HDR. SOLUTION: A base station 20 is provided with especially a terminal identifying device 310 and a priority controller 311 or a transmission power deciding device 312. The terminal identifying device 310 identifies a machine body number 200 of a terminal 10 when connection is requested from the terminal 10 to the base station 20. The identified machine body number 200 is transmitted to the priority controller 311 and the priority controller 311 generates inquiry signals to a data base 60 based on the supplied machine body number 200. The priority controller 311 receives a terminal kind 205 of the terminal 10 from the data base 60 and the terminal kind 205 is 'economical', 'normal' or 'priority'. The priority controller 311 transmits the terminal kind 205 to the transmission power deciding device 312 and the transmission power deciding device 312 decides transmission power on the basis of the terminal kind 205.
