<p><P>PROBLEM TO BE SOLVED: To provide a method for planning a production system which can exactly extract problems concerning the production system planning based on a versatile and reasonable standard, solve the problems thus extracted and efficiently plan a production system which is optimized in cost and ability to solve the problems which conventional technique has, and also to provide a device therefor. <P>SOLUTION: The production system planning comprises a process plan, an equipment positioning plan based on the process plan, a personnel placement plan based on the process plan and equipment placement plan and a production plan based on the process plan, equipment placement plan and personnel positioning plan. In addition, the simulation of production activity is made by a production line model prepared in each plan mentioned above and then an evaluation reference value is prepared.
