PROBLEM TO BE SOLVED: To securely prevent the deformation of a wall face part of a filling by preventing a plurality of concrete blocks piled up on foundation ground so as to constitute the wall face part of the filling from tilting with age after forming the filling, achieve positioning of concrete blocks mutually and securely when piling up the concrete blocks to form the wall face part of the filling precisely, and simplify a configuration of the filling to form the filling easier and more inexpensively than a conventional structure. SOLUTION: This filling 1 is provided with a filling main body part 3 piled up on the foundation ground 2 and a plurality of concrete blocks 6 piled up on the foundation ground 2 along the wall face part 4 of the filling main body part 3. Each concrete block contains a light-weight material 7 having smaller specific gravity than single concrete and/or an air hole.
