PROBLEM TO BE SOLVED: To easily and securely prevent the generation of corrosion and the adhesion of organism inside of a ballast tank with the simplified structure without generating pollution when taking a balance of a vessel by filling the ballast tank of the vessel with water such as the sea water. SOLUTION: A pump 11 and an ion generating device 12 are provided, and each ballast tank 2a and 2b is provided with lead-out pipes 3a and 5a connected to a main conduit 4 on an inlet 12a side of the ion generating device 12 and lead-in pipes 3b and 5b connected to the main conduit 4 on an outlet 12b side, and each lead-in/out pipe 3a, 3b, 5a and 5b is provided with valves 6, 7, 9 and 10. A part of the water filled in each ballast tank 2a and 2b is transferred to each other through the ion generating device 12 by operating the pump 11 and opening/closing the valves 6, 7, 8, 9 and 10. Ion thereby always exists in each ballast tank 2a and 2b, and the generation of corrosion and the adhesion of organism inside of the ballast tanks 2a and 2b can be prevented by using single ion generating device 12.
