PROBLEM TO BE SOLVED: To provide an image processing apparatus that allows video decoders whose number is less than the number of a plurality of moving picture streams to decode the moving picture streams. SOLUTION: A CPU 21 performs processing of assigning decoding order to moving picture streams 61 to 64 received from an I/O controller 25. Video decoders 29-1 and 29-2 respectively decode the moving picture streams assigned by the CPU 21. The data of the decoded moving picture stream are outputted to a display section 11 via a video controller 30, on which the data are displayed. Although the number of the moving picture streams is greater than the number of the video decoders 29, since the CPU 21 in turn assigns the moving picture streams to the video decoders 29-1, 29-2, the two video decoders 29 can apply decode processing to the four video streams.
