PROBLEM TO BE SOLVED: To obtain a heat-seal lacquer composition having excellent transparency, applicability, heat-sealing strength and antiblocking property as well as excellent biodegradability and obtain a biodegradable composite material having excellent transparency, heat-sealing strength and antiblocking property and containing a biodegradable substrate, and a biodegradable coating film composed of the biodegradable heat-seal lacquer composition applied to the top surface of the substrate. SOLUTION: The biodegradable heat-seal lacquer composition contains (A) a polyhydroxy acid-type polyester containing a sulfonic acid salt structure in the molecule, (B) an antiblocking agent and (E) a solvent.
