PROBLEM TO BE SOLVED: To provide a small-sized economical water modifying apparatus for cleaned discharge water or the like for removing phosphorus and a BOD/COD component contained in cleaned discharge water in a sewage treatment plant or water of rivers or water channels. SOLUTION: The cleaned discharge water of a discharge water storage tank or water of rivers or water channels sucked from a suction pipe by operating a water pump is sent into a treatment tank (t) while mixed with fine air bubbles generated from air taken in from the outside in the pump. The water passed through the treatment tank (t) generates the chemical reaction with inorganic matter pieces (m) and the phosphorus component and BOD/COD component contained in the water are removed to the utmost to be discharged to the outside.
