PROBLEM TO BE SOLVED: To allow a relay device to determine possibility of program transfer to slave devices and to simultaneously transfer the program to requiring slave devices. SOLUTION: The relay device 103 comprises a memory for temporarily storing version information and the program received from an upper device 100, a function of monitoring a program transfer possibility state to the plurality of slave devices 104 to 108, and a function of determining a type of the program stored in the memory and simultaneously transferring the program to the corresponding slave devices of the plurality of slave devices 104 to 108.
