PROBLEM TO BE SOLVED: To provide a base station simulator which can easily confirm detailed functions, at handover of a mobile device in a short time. SOLUTION: A presetting means 105 is provided for presetting changes in attenuations of a plurality of variable attenuators 1041 to 1043, in such a manner that transmission powers of a plurality of cells 1011 to 1013 vary with time. A variable attenuator control means 106 controls attenuations of the variable attenuators 1041 to 1043 varying with time, on the basis of information about the attenuations preset by the presetting means 105. An information storage means 107 stores information about switching, addition or deletion of a base station for communication with the mobile device, information about attenuations of the transmission powers of the cells 1011 to 1013 and information about the received powers thereof. A display device 108 displays information stored in the information storing means 107.
