PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming a stable high-quality image even when a new toner image is superposed on a toner image. SOLUTION: Image forming data for performing exposure for respective colors CMYK are created on the basis of image data. In order to create the image forming data, the image data are converted according to a pattern (1) where the image area of one pixel is divided into a plurality of blocks. In the pattern (1), four blocks (2×2 in length and width) of the divided blocks correspond to one pixel. Furthermore, the colors are respectively set to different areas so that the latent image of the color C may be formed at the position of one left upper block, and the latent images of the color M, the color Y and the color K may be formed at the positions of one right upper block, one left lower block and one right lower block in one pixel. Namely, the image forming data of each color after conversion become data using the area of 1/4 of one pixel. Since the different area is used for each color, the toner of the different color is not superposed.
