PURPOSE: A device of transceiving a transfer format resource set in a communication system using an HSDPA(High Speed Downlink Packet Access) system and a method thereof are provided to reduce the number of bits to transmit reverse control information on user data in the communication system, thereby increasing efficiency of resources. CONSTITUTION: When a UE(User Element) enters an optional cell, the UE transmits an RRC connection request message(601). When an RRC connection is applied, an RNC transmits an RRC connection setup message to the UE(602). The UE includes a UE radio access capability IE in an RRC connection setup complete message, and transmits the message to the RNC(603). The UE transmits a new call setup request message to a CN(Core Network)(604). The RNC transforms the message into an RANAP message, and transmits the transformed message to the CN(605). The CN transmits an RAB assignment request message to the RNC(606). The RNC transmits a radio link setup request message to a node B(607). The node B informs that a TFRS(Transport Format Resource Set) configuration is completed(608). The RNC transmits a radio bearer setup message to the UE(609). The UE informs the RNC that a preparation for receiving an HS-DSCH is completed(610). The RNC informs the CN that a call setup is completed(611).
