PURPOSE: An apparatus and a method for controlling cylinder deactivation of a vehicle are provided to suppress vibration caused due to the imbalance of engine rotation. CONSTITUTION: An apparatus comprises a motor(110) mounted to an engine output shaft of a vehicle, which compensates for the increase/decrease of the output torque of an engine(100); an engine torque detection unit(120) for detecting torque of the engine and outputting an electrical signal corresponding to the detected torque; a control unit(130) for outputting a deactivation control signal for the engine, comparing the torque detected by the engine torque detection unit with the preset torque, and outputting an engine torque increase/decrease control signal and a motor torque increase/decrease control signal reciprocal to the engine torque increase/decrease control signal; a throttle valve driving actuator(140) for opening/shutting a throttle valve by being operated by the engine torque increase/decrease control signal output from the control unit; and a fuel supply actuator(150) for controlling flow of the fuel being supplied to the corresponding cylinder in accordance with the deactivation control signal output from the control unit.
