PURPOSE: A heat exchanger of a boiler using plasma is provided to reduce cost and to prevent fire and loss of lives. CONSTITUTION: A heat exchanger includes a plasma generating container(130) having a charge port(131) formed on one end thereof for gas to flow in, and a discharge port(132) formed on the other end thereof for air to be discharged, and charged with gas; a vacuum pump(150) connected with the discharge port of the plasma generating container; an induction coil(140) installed on an outside of the plasma generating container; an impedance matching part(120) connected with the induction coil; a radio wave generating part(110) connected with the impedance matching part to generate radio waves; a heating pipe(210) installed to penetrate the plasma generating container around which the induction coil is wound; a circulation pump(230) connected with the heating pipe and a connecting pipe(222); and a storage tank(220) connected with the connecting pipe, a supply pipe(221) and a discharge pipe(223), and having heating pipe circulating water stored therein.
