An anti-terrorist arrangement for surface targets, e.g. nuclear power plants which could be hit by an aircraft, comprises a barrier (2) in front of the target (X). The kinetic energy and the chemical energy of the aircraft is reduced if it impacts with the barrier. The barrier comprises e.g. a protective wall, a net, steel or concrete.
