PROBLEM TO BE SOLVED: To provide a small damper capable of generating a large torque, and of conducting smooth operation at the start of braking. SOLUTION: A rotary oil damper comprises a stator 9, which rotatably holds a rotor 2, a rotary disc 17 and a stationary disc 15 stacked alternately along the rotating axis center of the rotor within a casing comprising both members, and a viscous oil interposed into the gap between both discs.
