SOLUTION: A signal processor is provided with a filter where a filter processing is performed on an inputted moving picture signal, a quantizing means quantizing the moving picture signal which is filter-processed in accordance with a quantization step, a specified color detecting means detecting a signal showing a specified color in the moving picture signal and controlling the characteristic of the filter and the quantization step in accordance with the detection result and an encoding means which variable-length encodes the moving picture signal quantized by the quantizing means.</p> |
