PROBLEM TO BE SOLVED: To provide a highly safe cold-cathode fluorescent lamp capable of securing the insulation protection of an external surface electrode to prevent creeping discharge and an electric shock accident by improving the rolling structure of a translucent resin sheet formed so as to cover the external surface electrode formed on the external surface of a glass tube bulb with an aperture formed, and to provide a lighting system using the fluorescent lamp. SOLUTION: This cold-cathode fluorescent lamp L1 is provided with: a phosphor film 2 formed on the internal surface of a glass tube bulb 1 along the tube axis by leaving the aperture 2A, a pair of band-like outside surface electrodes 3A and 3B disposed on the outside surface of the bulb 1 by being separated from each other along the tube axis direction, the translucent resin sheet 4, a translucent heat contraction tube, and a holder bonded on the resin sheet 4 at an end part of the bulb 1 through an adhesive. This lighting system uses the fluorescent lamp L1.
