PROBLEM TO BE SOLVED: To provide an opening device for a container-body and a method for discharging powder and particles, in which the opening device for discharging powder and particles into a hopper and a storage tank, etc., is used by opening the bottom face of the container without turning upside down the container body in which the powder and particles are held, without providing an apparatus having a suction function, and without burdening workers. SOLUTION: The bottom face of the container body filled with power and particles is constituted to be opened/closed. A counter for mounting the container body is constituted of at least three frames provided at predetermined intervals without intersecting with each other. The central part or both ends of the counter are built as a frame capable of moving up and down in order to open the bottom face of the container body.
