PROBLEM TO BE SOLVED: To remove a harmful substance such as arsenic, heavy metals from polluted soil by cleaning polluted soil by immobilizing arsenic or heavy metals contained in the polluted soil. SOLUTION: An iron compound synthesizing material selected from chemically synthesized Shbertmite(R), goethite, jarosite and ferrihydride each of which is an iron compound is added to polluted soil containing arsenic or heavy metals to adsorb arsenic or heavy metals in the polluted soil to immobilize the same to cleans the polluted soil. Alternatively, arsenic or heavy metals are extracted from the polluted soil containing arsenic or heavy metals, and the iron compound synthesizing material capable of synthesizing an iron compound and selected from the Shbertmite(R), goethite, jarosite and ferrihydride is added to the extract to synthesize the iron compound and arsenic or heavy metals in the extract are adsorbed to the iron compound synthesizing material to be immobilized to clean the polluted soil.
