PROBLEM TO BE SOLVED: To prevent a general telephone set being a called party from rejecting a reply of an incoming call so as to allow the general telephone set to make a proper reply when a public telephone set makes a call to the general telephone set. SOLUTION: When a user uses the public telephone set 1 to make a call, the user inserts an IC card on which its own personal information is recorded to the public telephone set 1 and makes a dialing operation. Then the public telephone set 1 generates a setup message, sets the information read from the card 3 to a UUI (user user information) frame of the generated setup message and transmits the resulting setup message. Upon the receipt of the setup message, the general telephone set 4 being a called party extracts the user's personal information set in the UUI frame and displays the information on a display section 35.
