PROBLEM TO BE SOLVED: To easily record car inspection information, etc., on an on-vehicle machine even after a car maker mounts the on-vehicle machine on a new car and performs car inspection registration, to prevent illegal recording of the car registration information and to update a key for encryption without attaching and detaching the on-vehicle machine. SOLUTION: A toll road manager issues an OBE card (IC card with car registration information an cryptographic key recorded) on which car registration information is recorded, a user inserts the received OBE card into an IC card insertion slot of the on-vehicle machine and transfers and duplicates the car registration information from the OBE card to the on-vehicle machine. Also in updating a key for encryption, the OBE card is used to distribute the key for update.
