PROBLEM TO BE SOLVED: To provide a method of manufacturing an electrophotographic photoreceptor which is excellent in electrostatic chargeability, and which the excellent characteristics to lessen residual potential, ghosts and blurring of characters are stably exhibited without fluctuations during use and an electrophotographic photoreceptor. SOLUTION: This method of manufacturing the electrophotographic photoreceptor is a method of manufacturing the electrophotographic photoreceptor provided with a photoconductive layer composed of at least a non-single crystalline material containing silicon atoms, hydrogen atoms and/or halogen atoms and an upper blocking layer consisting of a non-single crystalline material containing at least silicon atoms, hydrogen atoms and/or halogen atmosphere and further containing impurity atoms of a periodic table group 13 or group 15 on a conductive support, in which the content of the impurity atoms contained in the upper blocking layer is set at a content optimized so as to have a blocking ability after the upper blocking layer is photo-deteriorated by photoirradiation.
