PROBLEM TO BE SOLVED: To provide a low-density foam paper that has excellent heat insulation, heat retention, cushioning properties and sound absorption in addition to excellent surface smoothness and printability and provide a method of producing the same. SOLUTION: The low-density foam paper comprises a mixture of thermally foaming microspheres having the structure in which a foaming agent is enclosed in the outer shell made of a polymer, an organosilicon compound and pulp in which the thermally foaming microspheres are foamed in the mixed material. The low-density foam paper is produced by heating the mixed material and foaming the microspheres.
