PROBLEM TO BE SOLVED: To solve a problem that a conventional form panel is manufactured in a job site or factory by fitting longitudinal and lateral reinforcing materials to a thin plate panel over the whole length by welding (all welding), and by conducting such a all welding, the thin plate panel at the periphery of the welding part brings about incapability of securing the predetermined thickness caused by melting of the thin plate panel thereby increasing the danger of generating a hole and enhancing the possibility of giving a damage to the thin plate panel. SOLUTION: In the manufacturing method for the frame panel to provide the reinforcing materials on one side face of the thin plate panel in the longitudinal and lateral directions, on one reinforcing material 2 out of the longitudinal and lateral ones, the other reinforcing material 1 is disposed so as to intersect, and the one reinforcing material 2 is welded to a support (stud dowel 5) provided on one side face of the thin plate panel corresponding to the intersecting position of the one reinforcing material and the other reinforcing material, and the other reinforcing material 1 is welded to both or one out of the support and the one reinforcing material.
