PROBLEM TO BE SOLVED: To provide an inexpensive toilet seat cover without being too loose or being wrinkled. SOLUTION: An O-shaped toilet seat cover is provided with a cylindrical main body composed of extendible/contractible cloth, a core material insertion part provided on one opening peripheral edge part of the main body and an extensible/contractible locking part provided on the other opening peripheral edge part. A sewn part for which a part of the cylindrical main body is slackened to a back side and sewn together in a circumferential direction is provided.
