PROBLEM TO BE SOLVED: To provide a base for raising seedlings used instead of a polyethylene pot and a plurality of trays jointly used with the polyethylene pot. SOLUTION: This base for raising seedlings is formed in a columnar shape by rolling a biodegradable paper 1 around culture soil 2 so as to cover only the side of the soil 2. The biodegradable paper 1 has about 33,000 to about 80,000 mL/min.cm<2> air permeability and is rolled around the culture soil 2 and is formed in columnar shape so as to cover only the side of the soil 2 and maintains nearly the shape for a seedling-raising period and is disintegrated after setting and decomposed. The culture soil 2 comprises 45-60% peat-moss, 5-15% peat, 5-10% smoked material of chaff, 10-20% red clay, 5-10% pearlite and 5-15% vermiculite as a base.
