PROBLEM TO BE SOLVED: To shorten the time for warm-up and save energy of a fixing device by making a heating roller low in heat capacity. SOLUTION: The fixing device is provided with the heating roller induced and heated and a pressure roller forming a fixing nip by compressing it. A core metal is not used for making the heating roller low in thermal capacity and a heating roller 10 has a structure having nonmagnetic and insulating rigid support layer 13, an induction heating layer 14 and a mold release layer 15 as the outside layer and the induction heating layer is made thin. A high-frequency current that has a frequency higher than 100 kHz is provided to an induction coil, so as to improve the heating efficiency of the induction heating layer.
