PROBLEM TO BE SOLVED: To provide a ticket issuing apparatus with a function for issuing a commuter pass, the apparatus having a simple mechanism. SOLUTION: When the purchase of a predetermined ride ticket is selected, the apparatus prepares and issues the selected ride ticket. When the purchase of a predetermined commuter pass is selected, the apparatus prepares and issues the selected commuter pass, too. The apparatus comprises a transport control means and a write control means. The transport control means transports base paper for commuter pass unreeled from a card stacker, to the upstream of a magnetic head, which is provided on a transport path and used for writing predetermined magnetic data in a ride ticket. The write control means writes the predetermined magnetic data in the base paper for commuter pass through the magnetic head on the way to the downstream of the transport path when the base paper is transported from the upstream of the magnetic head of the transport path to the downstream.
