PROBLEM TO BE SOLVED: To provide a high pressure metallic vapor discharge lamp which can be easily started and stably lighted by irradiating the lamp with UV rays in a startup, in a high pressure discharge lamp using a UV irradiating starter element as starting aids while arranging a heat-resistant translucent hollow tube surrounding a luminant tube, and to provide a luminaire using the same. SOLUTION: This high pressure metallic vapor discharge lamp L comprises a tubular luminant tube 4 having a pair of electrodes 5a, 5b and a discharge medium enclosed therein, a tubular hollow tube 6 arranged so as to surround the luminant tube 4, a pair of supporting members 7a, 7b for supporting each end of the luminant tube 4 and the hollow tube 6, a starting circuit constituting member including the starter element 81 for irradiating with UV rays arranged on a virtual extension line of one supporting member 7a side, power-feeding members 74, 75 electrically connected to the electrodes 5a, 5b and the starting circuit constituting member, and an outer bulb 1 sealed in airtight after housing the pair of supporting members 7a, 7b for supporting the luminant tube 4, the hollow tube 6, and the starting circuit constituting member.
