PROBLEM TO BE SOLVED: To solve the conventional problem of an oral transmucosal administration of nicotine such as sense of incompatibility, likely to be crunched and swallowed, complexity of structure, complexness of manufacturing process, sustained release, reproducibility, controlling of the sustained release. SOLUTION: This film preparation has a three layered structure comprising a nicotine including layer having 1-130 g/20 mm of peel force in 180 deg. angle from a bakelite plate and soluble in water within 3-10 min and comprising nicotine and an edible water soluble polymer and layers each having 100-500 g/20 mm of peel force in 180 deg. angle from the bakelite plate and soluble in water within 0.5-3 min and comprising a water soluble and non water-absorbing polysaccharide and /or an edible polymer and a softener, laminated on both sides of the nicotine including layer.
