PROBLEM TO BE SOLVED: To adapt a device, in which an easy flow when a water level on the upstream side is higher than the downstream side in a sluice gate for a river-mouth, an intake or the like and the complete prevention of a back flow when the water level on the downstream side is, inversely, heightened are conducted fully automatically in an unmanned manner, even to more inferior environment than conventional one, and to obtain operation having higher completeness even in wider application in the device. SOLUTION: In the device in which a cylindrical flexible section is installed to a mounting frame and a float is secured at the downstream end of the flexible section, folds ((4) and (5) in Fig. 1) are formed at the downstream end of the cylindrical flexible section and the possibility of a leakage of water is prevented, a lattice ((6) in Fig. 4) for preventing a pushing-in is set up so that buoyancy is not reduced, a part of the bottom section of the flexible section is hardened ((9) in Fig. 4), exchangers ((10) and (11) in Fig. 5) are fitted to the float so as to be able to adjust the buoyancy of the float, and a movable arm ((12) in Fig. 6) or the like amplifying buoyancy and increasing the stability of operation is attached.
