PROBLEM TO BE SOLVED: To provide a pipe jacking device of a double tube excavation advancing method capable of surely serving for cave-in of a road by surely controlling a diversion quantity of excavating sediment according to soil. SOLUTION: A balloon member 200 is installed on a sediment diversion passage inner wall surface of a casing rod 120, fluid is supplied to the balloon member by a fluid supply passage 220, and an inflating dimension of the balloon member is controlled by fluid pressure to form a shape of almost running along the inner wall surface of the casing rod at contraction time. The balloon member is preferably manufactured by using high strength rubber free from damages by sediment taken into a diversion passage.
