MPEG ENCODER, MPEG DECODER, AND ENCODE PROGRAM

PROBLEM TO BE SOLVED: To provide an MPEG encoder that provides no effect due to a stream discontinuous part at switching of analog streams caused in a partial transport stream TS to reproduction of video/audio data at a decode side. SOLUTION: A CPU21 stores a program number of a PAT (program association table) as to an analog stream before switching. When the analog stream is switched, the CPU21 instructs a value different from a stored program number to a PAT generating section 15. The PAT generating section 15 generates the PAT with the instructed program number. After that, an input stream switching section 11 switches the input stream according to the instruction from the CPU21. Since the PAT program number is revised every time an encode side switches the stream, the decode side implements mute and decode stop processing on the basis of the program number so as to avoid a discontinuous part of the stream.
