PROBLEM TO BE SOLVED: To promote active use of water resources economically. SOLUTION: This water tank comprises a first damping water tank 3-1, storing first water receiving a first operation pressure P1 and a second damping water tank 3-2 storing second water receiving the second operation pressure P2. The first water is not mixed to the second water during normal time when at least earthquake or fire does not occur, or the first water is not always mixed to the second water. In the event of fire occurrence, the second water is discharged from the damping water tank 3-2 by the second operation pressure P2 acting to the water surface of the second damping water tank 3-2. As the second water, drinking water is considered as good application. During normal time, two water tanks become independent, and two kind of water volumes are adequately divided particularly, the first water (this water is used only for damping during normal time) has a smaller volume and thus economical. The discharged water power is a pressure of a gas in bomb and is always normal and has an active power without depending on the state of electrical system at the time of earthquake occurrence.
