PROBLEM TO BE SOLVED: To provide a cyclic olefin monomer composition that is prepared by the Diels-Alder reaction in no need of highly pure olefins, cyclopentadiene and/or dicyclopentadiene and can inexpensively produce the cyclic olefin polymers and/or crosslinked polymers having excellent optical properties and processability. SOLUTION: A thermally cracked oil fraction boiling at a specific temperature range is fractionated from the thermally cracked petroleum product and is used as a single reaction feedstock. In another case, the thermally cracked oil fraction and cyclopentadiene and/or dicyclopentadiene are subjected to the Diels-Alder reaction to give the cyclic olefin monomer composition.
