PROBLEM TO BE SOLVED: To provide a vessel for forming gas hydrate, and a device and method a for producing the gas hydrate, by which a large amount of gas hydrate can be stably produced with a high speed and the production efficiency of gas hydrate can be increased. SOLUTION: The vessel 10a for forming the gas hydrate GH by hydrating a gas containing a hydrate forming material is equipped with a vessel body 11 for forming a water phase W at its inside, an agitator 20a having a rotary shaft 22a and agitating blades 23 and agitating the water phase W by rotating the agitating blades 23, and a babble supplying unit 12 for blowing out a gas as bubbles (b) into the water phase W toward the agitating blades 23 from the side of the vessel body 11.
